You can only raid players who are not in an alliance.
To get the most out of the energy you spend on raiding resources:

zoom the map in slightly and look for players close to you in Shelter level (+/- 1-2 levels)

make sure the player is not in an alliance, then send a scout to them

if the player has enough resources, send your squad to a farm tile (farm: grain / wood / grass) as close as possible to the chosen player (this doubles your march speed, and the player won’t see your attack coming, so they won’t be able to put up a shield)

stopping just short of the tile or straight from the farm tile, attack with the chosen squad (each subsequent attack right after the previous one ends)
Try not to burn players with a lot of resources down to a crater — that lets you keep farming them for a long time
Since there is a daily limit on farming players, try to pick players with the most resources
